README -- describes the contents of CH4/v2023-04/EDGARv6_SF

Overview:

This directory contains monthly sector-specific scale factors computed from
2018 EDGARv6 CH4 emissions (obtained from CH4/v2022-11/EDGARv6) using script
EDGARv6_Calc_Monthly_Scaling.sh. These files are meant to be used to apply
seasonality to the annual EDGARv7 CH4 emissions.
