The tarball UCI_fastJ_addX_73cx.tar.gz is a local copy of FAST-JX
utilities by Michael Prather that you can use to generate cross
sections for new species.  This is also stored on an FTP site at
UC Irvine, but that site often goes down.  Therefore, we have preserved
a local copy of it here.
