UPDATE OF ANNUAL SCALE FACTORS THROUGH 2010

This update extends the annual scale factors to 2010 over Canada and USA.
Global emissions scalars remain constant after 2006.

File CO-AnnualScalar.201105-Fix.geos.1x1.nc includes the fix for CO over 
Botswana (see http://wiki.seas.harvard.edu/geos-chem/index.php/Carbon_Gases_and_Organics_Working_Group#GEIA_anthropogenic_scaling_factors).
