   Corrected NEI99 weekday scale factor file by Eloise Marais

   NOTE: We reset the reference time so that the first time in the file
   matches the reference time with the CDO command:

   $ cdo setreftime,1999-01-01,00:00:00 NEI99.dow.geos.1x1.corrected.012023.nc tmp.nc
   $ mv tmp.nc NEI99.dow.geos.1x1.corrected.012023.nc

scripts/fix_nei_dow_scaling.py

   Python script used by Eloise Marais to create the file
   NEI99.dow.geos.1x1.corrected.012023.nc
